Abstract
Penelitian ini bertujuan untuk menganalisis kebijakan SDM serta perlindungan tenaga kerja pertanian dalam kerangka pembangunan agribisnis yang inklusif dan berkelanjutan. Melalui tinjauan literatur empiris dari berbagai negara berkembang, kajian ini menemukan bahwa rendahnya tingkat pendidikan petani, minimnya pelatihan teknis, serta tidak optimalnya perlindungan sosial menjadi penghambat utama peningkatan produktivitas dan efisiensi agribisnis. Di sisi lain, intervensi kebijakan berupa penguatan pelatihan vokasional, insentif bagi petani muda, jaminan sosial sektor informal, serta integrasi teknologi digital telah terbukti meningkatkan kapasitas SDM dan daya saing sektor agribisnis. Studi literature di India, Kenya, dan berbagai Negara Berkembang lainnya menunjukkan bahwa keberhasilan transformasi agribisnis sangat bergantung pada komitmen negara dalam mengembangkan SDM pertanian yang adaptif dan sejahtera. Oleh karena itu, pembangunan agribisnis di negara berkembang menuntut kebijakan yang tidak hanya fokus pada peningkatan produksi, tetapi juga pada penciptaan ekosistem kerja yang layak, aman, dan produktif bagi pelaku sektor pertanian.
